On February 14, 2022, IRCC announced its new Migration Plan 2022-2024. Immigration Minister Sean Fraser stated that this ambitious immigration plan is aimed at attracting skilled workers who will contribute to Canada’s economy and support post-pandemic recovery and demographic challenges, as well as family reunification.
In 2021, the Canadian government broke a record by landing 405,303 new permanent residents! This represents the highest in Canadian history, where in 1913 it slightly surpassed 400,000 newcomers shortly before the First World War broke out. Prior to the pandemic, Canada was only targeting an average of 340,000 immigrants per year.
Over the next three years, and in the efforts to encourage post-pandemic recovery, Canada plans to welcome 431,645 permanent residents in 2022; 447,055 in 2023; and 451,000 in 2024.
It is estimated that most of these new immigrants will be targeted through the economic class, primarily the Provincial Nominee Programs and Express Entry. IRCC has reduced by 50% the Express Entry invitation rounds for candidates of the Canadian Experience (CEC) and Skilled Workers category for this year, but aims to resume normal invitation levels for these categories in the near future once the current backlog is reduced.
This plan also supports family reunification, with over 300,000 new immigrants expected to come under the Family Class, including Spouses, Partners, Children, Parents & Grandparents.
“Immigration has helped shape Canada into the country it is today. From farming and fishing to manufacturing, healthcare and the transportation sector, Canada relies on immigrants. We are focused on economic recovery, and immigration is the key to getting there. Setting bold new immigration targets, as outlined in the 2022-2024 Levels Plan, will further help bring the immeasurable contribution of immigrants to our communities and across all sectors of the economy,” stated Canada’s current Minister of Immigration, Refugees and Citizenship, Sean Fraser, in a press release.
